Mysterious tankers are heading for Europe

Several mysterious tankers have already arrived in Italy!
The number of tankers in Italy has increased remarkably due to the Russian-Ukrainian war.
Europe does not buy oil and gas from Russia, but it itself suffers from shortages, since the continent cannot supply itself with fuel. The question arises, where does the fuel for the cars come from?
Russia is not even affected by the sanctions, as it exports oil and gas to other countries.
Therefore, now the Russian economy has started and it is not only ruining the Russians, but accelerating the Russian economy.
Russian oil is purchased by various Eastern companies and then sold through intermediary companies, even to Europe.
It is not yet known whether this oil, which has passed through many hands, is being delivered to another European country, which is probably Russian. What is the point of a sanction that exists only on paper, but in reality you are buying the same oil through intermediaries that you said no to because of the sanctions.
What could be behind it? Europe would have run out of its own stocks in 1 year a long time ago.
So where does the oil come from so that the vehicles can go?
